International Collaboration on Minority Participation in Higher Education

Arabs in Israel often face difficulty in accessing and completing higher education. To address this challenge, the Council for Higher Education has introduced a comprehensive, multi-year initiative to increase their access to higher education and rates of completion through a comprehensive package of academic and social supports.


MJB is evaluating this landmark program.


The research was presented in December 2015 in Wales by MJB researcher, Ayala Hendin, at an international conference of the Society for Research into Higher Education. With higher education growing as an academic field around the world, the four-day conference attracted over 400 participants from 20 countries to examine international perspectives on higher education and on how these perspectives are practiced and conceptualized.  One of the major focuses was on expanding equality of opportunity in higher education for minority groups. The conference was a unique opportunity to compare Israel’s program with similar efforts in other countries, and to share the methods and insights from MJB’s evaluation with a broad audience of international experts.


Alongside the conference presentation, Hendin and her colleague Dalia Ben-Rabi have contributed a chapter on Israel to a forthcoming international volume on approaches to access to higher education (to be published by Routledge).  The chapter has been written in collaboration with former MJB researcher Prof. Faisal Azaiza, who is chair of the National Committee for Promoting Accessibility of Higher Education for Arab Population and Dean of the School of Social Work at University of Haifa.


Both the conference presentation and the book chapter have positioned Israel and the Institute as leading contributors to the international effort to find effective ways to increase the successful integration of minorities into higher education.  These international activities have additional significance in providing a deeper understanding among academic circles abroad of the challenges that Israel faces in integrating Arab-Israelis and the efforts that are being made.
