    Israel's health care system is a world leader in delivering quality health care. Still, the system faces major challenges with regard to morbidity, accessibility and availability of services, infrastructure and staffing, and the organization of the health service system. These challenges have become even more acute in the wake of the COVID-19 pandemic.

    MJB's Smokler Center for Health Policy Research provides independent and objective research to inform policymaking on crucial national health policy issues through assessments of current challenges and by proposing programmatic directions for addressing these challenges.

    Food Consumption Habits and Public Attitudes Toward the Front-of-Package Nutritional Labeling Program

    The objectives of the study are: 1. To examine the purchasing habits of the general population in Israel and the frequency of consuming healthy and unhealthy food products in Israel, three years after the introduction of front-of-package nutrition labeling. 2. To examine the attitudes of the Israeli public towards front-of-package nutrition labeling and steps taken by the Ministry of Health to promote healthy nutrition. 3. To compare the survey results at two points in time.
    Risk adjustment as a mechanism to refine procedure-based payments to hospitals

    The objective of this study was to develop a compensation mechanism based on the existing mechanism that includes ex-ante risk adjustment methods that adjusts hospitals’ prices by case-complexity.  Such a mechanism is expected to promote more precise accounting regarding the current situation between the health-plans and hospitals, reduce the incentive to cream-skim non-complex patients versus more complex patients, and lead to improved efficiency of the system.
    Health Service Use, Attitudes and Perceptions Towards the Health System: A Comparison of Residents of Israel’s Periphery and its Center

    The objective of the analysis was to assess the differences between Israeli residents living in peripheral, middle-ranking, and central localities (clusters 1-4, 5, and 6-10 on PILA, respectively) in a variety of health system-related aspects: patterns of health service usage, forgoing medical care, voluntary health insurance (VHI) coverage, satisfaction with the health plan and health system, and trust in the health system.

    Israel is currently facing a severe shortage of physicians, and that shortage is expected to worsen in the coming years. To deal with the shortage, the Ministry of Health is developing a comprehensive reform that includes a variety of targeted interventions as well as a broader change in the process for medical workforce planning. The Ministry of Health asked Myers-JDC-Brookdale (MJB) to prepare a preliminary review of medical workforce planning mechanisms in selected OECD countries.
