This preliminary report evaluates the first stage implementation of the access plan for higher education of Arabs, Druze and Circassians. This report is a part of a more extensive study evaluating the implementation and outcomes of the plan. The plan is implemented by the Planning and Budgeting Committee of the Council for Higher Education.
