האיכות והעלות של המעונות לטיפול באדם המפגר לפי סוג בעלות: ממשלתי, ציבורי ופרטי

המחקר נועד לבחון את ההבדלים באיכות הטיפול ובעלויות התפעול של מעונות לאדם המפגר, תוך השוואה בין מעונות בבעלות ממשלתית, ציבורית ופרטית, הפועלים בחסות משרד הרווחה והשירותים החברתיים. הוא נערך על רקע דיון ציבורי וחילוקי דעות לגבי האיכות והיעילות של מעונות מסוגי בעלות שונים.

איכות הטיפול נבחנה על-ידי חמישה שאלונים שהתבססו על שאלוני הרף, אשר פותחו בשותפות בין מאיירס-ג'וינט-מכון ברוקדייל לבין האגף לטיפול באדם המפגר ומבוססים על הספרות הבין-לאומית ועל הסטנדרטים והניסיון של האגף. במחקר נבדקו שמונה תחומי איכות מרכזיים: פעילויות, תנאי מחייה, נוהלי עבודה, כוח אדם, מבנים ואחזקתם, בריאות, התייחסות הדיירים להיבטים ספציפיים של החיים במעון, והתייחסות כוללת של הדיירים לחיים במעון. עלויות התפעול נבדקו באמצעות התשלומים המועברים למעונות על-ידי משרד הרווחה.

מהמחקר עולה:

• לפי המשתנים שנבדקו, נמצא שהבדלי האיכות בין שלושת סוגי הבעלות קטנים יחסית.
• ההבדלים בין סוגי הבעלות אינם אחידים בכל התחומים, ולכל סוג יש יתרון בתחום כלשהו.
• יש לציין שקיימת שונות גם בתוך כל סוג של בעלות כאשר חלק מהמעונות הם בעלי רמת איכות גבוהה יותר וחלק בעלי רמת איכות נמוכה יותר בקרב כל אחד מסוגי הבעלות.
• העלות של המעונות הפרטיים והציבוריים דומה, אך עלות המעונות הממשלתיים גבוהה ב-42% מזו של המעונות פרטיים וב-55% מזו של המעונות הציבוריים.
• עולה, אם כן, שהעלות הגבוהה יותר של המוסדות הממשלתיים אינה מתורגמת ליתרון באיכויות.
• בספרות מישראל, או בעולם, לא זוהה מחקר שבחן את הקשר בין איכות לעלות בהקשר של מעונות לאדם המפגר, ולכן אין בסיס השוואתי לממצאים שלנו.

המחקר מעלה את החשיבות של בחינה אמפירית של ההבדלים בין סוגי הבעלות, אשר יכולה להזין את הדיון בהקשרים ספציפיים, ובסוגיית ההפרטה באופן כללי. מחקר זה הוזמן ומומן על-ידי האגף למחקר תכנון והכשרה במשרד הרווחה.
