Access to Higher Education in Israel: A Literature Review

The objective of the literature review is to provide policymakers, professionals in the field of higher education, and other stakeholders with a comprehensive overview of the challenges and barriers that hinder or prevent access to higher education in Israel among four population groups: Arabs, ultra-Orthodox Jews, first-generation higher education students (those whose parents do not have an academic education), and Ethiopian Israelis (first and second generation).

False Allegations in Separation and Divorce Disputes: An International Review

The overall purpose of this review is to provide information about the phenomenon of false allegations in divorce disputes from Western countries and in Israel and how these countries deal with it. The topics addressed in the review are the definition of the phenomenon, the scope of the phenomenon, characteristics and factors found to be related to the phenomenon, the short-term and long-term effects of the phenomenon on family members including minors and, policies and methods of intervention to deal with the phenomenon and prevent it.

Eligibility of Students with Disabilities for Special Education Services: An Overview of the United States and Ireland

The purpose of the review was to examine the eligibility of the following student populations for special education services in the United States and Ireland: (1) students with mental health difficulties; (2) students with behavioral-emotional difficulties; (3) students with learning disabilities; and (4) students with rare diseases (such as neurological syndromes or diseases such as cancer).

Policy Changes in the “Service for the Child and Youth” and their Implementation: Deriving Successful Operational Principles from Veteran Employees

The study aims to extract implicit knowledge and insights from the practices of the Service for the Child and Youth at the Ministry of Welfare and Social Affairs over a span of two decades, in order to identify principles of operation that contributed to policy and practice changes in the field of children and youth at risk. This knowledge may serve as a foundation for learning and policy development today.

The Resilience Center Logic Model

The model intends to map how the centers operate to strengthen personal, family, and community resilience in areas exposed to ongoing security threats. It includes a characterization of the target population, their needs and strengths, a definition of the desired outcomes, and a description of the core outputs (strategies and interventions) to be used in achieving them.

The objectives of the study were to review available services to promote and maintain the resilience of families with a person with disability and to identify aspects and services that require further development, including existing services and those that are lacking.

Addiction Risk Among Israeli Adults: Findings from a 2024 National Epidemiological Survey

The goals of the study were: 1. Assess the extent of psychoactive substance use and the extent of risk of addiction to substances, gaming and sex in the adult population in Israel. 2. Validate the ASSIST (WHO ASSIST 3.1) questionnaire for assessing the risk of addiction to gaming or sex in order to develop an accessible and valid tool for use by physicians in the HMOs for initial screening of addiction risk. 3. Identify characteristics of populations at risk for addiction and examine the relationship between demographic factors and addiction vulnerability. 4. Examine the extent of the services received by those at risk of addiction and their satisfaction with them.

Social Security Fraud: An International Literature Review

The purpose of this review is to identify best practices in the efforts of social security organizations around the world to address fraud. The review also synthesizes trend data on fraud rates and the characteristics of fraud perpetrators and findings about the effects of social security fraud.

Israeli Young Adults Living on the Lebanese Border: Characteristics and Needs

The study examined the situation of young adults from the northern border area about 15 months after the outbreak of the war and was conducted at the request of the Youth Authority in the Ministry of the Negev, Galilee and National Resilience, with the assistance of the Regional Knowledge Center, East Galilee. The study was based on an online questionnaire completed by 216 young adults.

The Take-up of Socioeconomic Rights and Benefits in the Arab Population in Israel: A Preliminary Examination. A working paper submitted to the Authority for the Economic Development of the Minority Sectors, Ministry of Social Equality and Advancement of the Status of Women, as part of the research program of Taqadum – the government plan for reducing gaps in the Arab society by 2026

The findings of the preliminary study presented in this working paper rely on a concise review of selected articles and reports and in-depth interviews with professionals knowledgeable in the take-up of rights in the Arab population. The information collected in the literature review and interviews with professionals was used to design an outline for the main study, which will evaluate the scope of rights take-up and examine rights utilization processes in the Arab population in three life areas: social security, healthcare, and employment.

Changes in the Structure of the Family: Data, Trends, and Implications

This document presents updated data on the structure of the Israeli family. It follows up on a previous document published in 2021 at the request of the Senior Department of Research, Planning and Training at the Ministry of Welfare and Social Affairs. The document examines major trends in the structure of the Israeli family to provide information on these trends and on issues arising from them that require preparation by the social services and adaptations of their activities.

Spotlight on Young Adults

There are currently over two million young adults aged 18 to 34 in Israel and, relative to their proportion of the population, this group has suffered more casualties than any other Israeli group in the ongoing war. Young adults face many challenges in routine times and now, more than ever, are in need of support in order to navigate this period. This page presents brief documents written to draw attention to issues that affect young adults, with the aspiration of outlining a path for advancing policy and developing programs that will assist strengthen young adults in both the short and long term.

Before and After-School Programs for Children: An International Literature Review

The literature review presented in this document is part of a comprehensive study on the development and improvement of these programs in Israel, currently being implemented by the Myers-JDC-Brookdale Institute. The literature review contains an introduction framing the underlying principles of child-centered services that operate before and after school hours (with a special emphasis on working with children at risk), a chapter that discusses the main characteristics of these services, and a central section that discusses six models from different countries. Finally, the review presents possible courses of action derived from these models. The information in this document is presented to help policymakers improve the existing operating model.

Attitudes of Managers and Care Givers on the Israeli National Program for Quality Indicators for General and Geriatric Hospitals, Psychiatric Hospitals, Mother & Baby Health Centers and Emergency Medical Services

The objectives of the research were: 1. To analyze the main organizational and operational changes that have occurred in the treatment organizations being measured in the program 2. To learn about the attitudes of managers and care givers in the institutions being measured toward the program, its' contribution and its' impacts 3. To examine how the care givers experience the program’s effort to promote and improve the quality of the medical care provided by them 4. To examine the correlation between the attitudes of the managers and care givers towards the program and the extent to which their institution is meeting the program’s goals with respect to several selected indicators.
