Since the 1990s, MJB has emerged as the country\u2019s recognized authority on the needs of Holocaust survivors in Israel, and has played a critical role in the on-going effort to find effective solutions to the needs of this population.<\/p>\n

As an independent and objective research institute, MJB is in a position to work with diverse organizations that often come with distinct and even conflicting views.\u00a0\u00a0\u00a0Thus, our estimates are accepted as authoritative by the government, advocacy groups, and international bodies alike.<\/p>\n

In the early 1990s, MJB undertook the first assessments of key programs for Holocaust survivors.\u00a0\u00a0\u00a0This research brought to light how little was known at the time about Israel\u2019s survivor population.<\/p>\n

That initial research led to the first comprehensive national study of Holocaust survivors in Israel in 1998, in partnership with Israel\u2019s Central Bureau of Statistics.\u00a0 This study provided the first empirically based estimates of this population and an assessment of their needs.\u00a0\u00a0\u00a0MJB has subsequently\u00a0updated the projections\u00a0<\/a>at critical junctures over the years.<\/p>\n

The Institute continued to carry out a range of studies focusing on specific issues.\u00a0\u00a0\u00a0For example, in 2003, MJB carried out a special examination of the present and projected need for home care services, for the major survivors’ organization in Israel.\u00a0\u00a0\u00a0We also conducted studies of financial hardship (2003) and of the use of acute and long-term institutional care (2004).<\/p>\n

An important milestone came in 2007, when then-Minister of Social Affairs Isaac Herzog established a national inter-ministerial committee on Holocaust survivors in Israel.\u00a0\u00a0\u00a0As the professional resource for the committee, the Institute gained a valuable opportunity to significantly contribute to the national discussion about the responsibilities of the state to this population.<\/p>\n

MJB’s path-breaking research was the basis for a revolutionary national program dealing with Holocaust survivors<\/p>\n<\/blockquote>\n

As Herzog explained in an interview last February, \u201cWe looked all over to find decent information and data regarding Holocaust survivors in Israel.\u00a0\u00a0\u00a0Myers-JDC-Brookdale was the only institute that could supply us with the information.\u00a0\u00a0\u00a0Their path-breaking research was the basis for a revolutionary national program dealing with Holocaust survivors.\u00a0\u00a0\u00a0We could not have done anything without the data supplied by the Institute.\u201d<\/p>\n

Another major role of the Institute is preparation of national reports on Holocaust survivors for international organizations.\u00a0\u00a0\u00a0For example, in 2005, MJB produced a special report for the Israeli government and the World Jewish Restitution Organization to submit to the Holocaust Victim Assets\u00a0Litigation in US District Court.\u00a0\u00a0\u00a0Then, in 2011, the Institute assisted the Ministry of Senior Citizens in the preparation of Israel\u2019s national report on the needs of survivors, for use in international negotiations on Jewish property without heirs.<\/p>\n

Looking beyond Israel, the international impact of MJB\u2019s work on survivors has been considerable.\u00a0\u00a0\u00a0The Institute\u2019s 2003 updated projections demonstrated that, while the numbers of survivors were declining, their total needs were increasing as a result of their aging.\u00a0\u00a0\u00a0This analysis was instrumental to the Claims Conference’s negotiations with the German government, leading to the government’s decision to establish special funding for home care for Holocaust survivors around the world.\u00a0\u00a0\u00a0(The funding was then extended in 2009 based on the newer projections from MJB.)<\/p>\n

In 2005, the Institute assisted JDC in estimating the number and needs of Holocaust survivors in the former Soviet Union, as a basis for discussions with the Claims Conference.<\/p>\n
