The Impact of National Emergencies on the Arab Population in Israel: Knowledge Synthesis and Policy Recommendations in the Aftermath of the Israel-Hamas War

This report draws on a wide range of sources – including studies conducted by the Myers-JDC-Brookdale Institute and publications by other organizations – and examines the impact of the Israel-Hamas War on the Arab population in Israel. It outlines the key barriers and challenges facing this population, including gaps in protective measures and infrastructure, difficulties in accessing services and utilizing rights, a diminished sense of personal security, and a deterioration in the social relations with the Jewish population. The report outlines practical directions for action in each of these domains and concludes with cross-cutting recommendations including institutionalizing a specific government framework for emergency preparedness and the improvement of service accessibility tailored to the Arab population, strengthening Arab local authorities, and promoting data-informed management of emergency situations.
