Governance structure and the way services are being delivered are changing. As a result, the nature of accountability and measurement are changing as well.
In this study, we examine these changes in measurement and accountability and use the Israeli health system as a useful illustration. In particular we focus on the development of horizontal accountability and shared measurement practices.
We demonstrate that the shift from more vertical to more horizontal accountability is creating opportunities for and giving rise to more shared measurement across organizations.
