Outcome-Based Planning to Optimize the Service Network for Children and Youth at Risk in Local Authorities

3600 – the National Program for Children and Youth at Risk (hereafter, 3600) is an interministerial program operated by five government ministries, led by the Ministry of Welfare and Social Affairs, together with the Ministry of Education, Ministry of Health, Ministry of Aliyah and Integration, and Ministry of National Security. Other program partners are the Federation of Local Authorities in Israel, JDC-Ashalim, and the Myers-JDC-Brookdale Institute.

The program aims to identify children and youth at risk, and prevent or reduce the frequency and complexity of the risk situations they experience. It does so by promoting the adoption of the program principles by local authorities, ministries and other relevant organizations, and by enhancing the community services dedicated to children and youth at risk and their families.

This manual is designed to help professionals in local authorities to refine their planning, measurement and lesson-learning processes from a broad, cross-municipal perspective and as part of the program’s routine operations. The manual is based on a planning process informed by the logic model and by the principles of outcome-based thinking, articulating the aim of implementing the principles of outcome-based thinking as an organizing framework for 3600.

The manual has two sections. The first deals with the principles guiding the 3600 program and its theory of change, and briefly describes the outcome-based thinking that is informing the planning process. The second section provides an overview of the planning process and details its stages.
