ד"ר רות וייצברג עובדת במכון משנת 2010. תחומי המחקר העיקריים שלה הם: תשלומים לספקי בריאות ותמריצים כלכליים, ביטוחי בריאות, ארגון שירותים, מערכות בריאות וסיעוד, והשוואות בין-לאומיות.

נוסף לכך, רות מייצגת את המכון ואת ישראל ב-European Observatory of Healthcare Systems and Policy, והיא חוקרת עמיתה באוניברסיטה הטכנולוגית של ברלין (Technische Universität Berlin). רות עורכת שני כתבי עת: Health Policy Open ו-Israel Journal of Health Policy Research.

לרות תואר ראשון בסוציולוגיה ואנתרופולוגיה ומדעי המדינה ותואר שני במדיניות ציבורית, שניהם מן האוניברסיטה העברית בירושלים, ודוקטורט בניהול מערכות בריאות שנעשה במשותף בין אוניברסיטת בן גוריון בנגב לאוניברסיטה הטכנולוגית של ברלין.
