ראש חטיבת המערכות ומנהל מרכז סמוקלר לחקר מדיניות הבריאות במכון מאיירס-ג'וינט-ברוקדייל, המכון למחקר חברתי יישומי המוביל בישראל.

ד"ר רוזן עובד במכון משנת 1986. תחומי המחקר העיקריים שלו הם: הרפורמה בבריאות הנפש, התמהיל הפרטי-ציבורי, ההשפעות של מערכות מדדי איכות ושינויים ארגוניים גדולים במערכת הבריאות. ד"ר רוזן עוסק רבות בקידום הקישור בין מחקר למדיניות ובקידום למידה בין-לאומית. הוא משמש כעורך שותף של כתב העת Israel Journal of Health Policy Research.

לד"ר רוזן תואר ראשון בכלכלה מאוניברסיטת הרווארד, ותואר שני ושלישי במינהל ומדיניות בריאות מבית הספר לבריאות הציבור בהרווארד.
